Kaycee’s Mod prints the Tadpole as a free reptile, 0 power and 1 health, with Waterborne and Fledgling. One turn later it is a Bullfrog. The Free Reptiles starter is a rabbit, a tadpole, and a gecko. I am not filling in Bullfrog’s power and health, because that number was not in the tadpole passage I checked.

Reading
Waterborne means the card sits in the water and is not struck until it surfaces. Fledgling is the timer. You are buying one safe turn and then a different card. That is a tempo tool in a mode where the opening deck is otherwise a pile of small reptiles. Comparing it with Strange Larva is useful and also misleading: the larva is an Act I blood card that walks larva, pupa, mothman. The tadpole is a free Kaycee card with one evolution.
If you wanted a full evolutionary tree with the frog’s sigils, that row is empty on purpose. I would rather send you back to the card list than invent a 3/2.
